The project is built on phases 5 and 6 of the European SUMP Guidelines. It includes setting SMART targets for urban mobility in the City for 2030 as a target year. The project concludes with a set of 15 measures to achieve the SUMP targets. Measures include introducing new infrastructure for Active Travel and Public Transport, optimizing the current public transport network and introducing soft interventions such as Passenger Information Systems. This publication is bilingual (Arabic and English).

The project is built on the first four phases of the European SUMP Guidelines. It includes assessment of 6th of October City’s readiness to sustainable urban mobility planning, diagnostic of the present status of mobility, developing a common vision for mobility for the city. The project followed a balanced approach between quantitative and qualitative methodologies in future scenario development for mobility and related GHG emissions. Egypt has an abundant solar and wind energy resources that are left not fully utilized, they should be used an alternative for the current fossil fuels which contradict with the minimum sustainable energy standards required for environmental protection and to curb greenhouse gas emissions resulting in climate change. This report addresses the process of energy transformation towards 100 % renewable while mitigating social and economic impacts of this transformation. This policy paper aims to explain one of the successful measures that has proven significant reduction in transport-based emissions worldwide. It introduces the Low-Emission Zones (LEZs) concept in Egypt in a manner accessible to experts and non-experts alike. It aims to discuss the country’s position in terms of readiness to implement LEZs policies and recommend how to meet such ambitions. This policy paper is the outcome of the cooperation between the FES (Egypt Office), The Center for Environment and Development for the Arab World and Europe, and the Egyptian Ministry of Environment.
