Egypt's social security systems suffer from inefficiency and lack of coordination, inadequate coverage especially outside urban agglomerations and the uneven distribution of benefits. Less than 50% of beneficiaries and persons in need receive benefits.
The extension of social protection to all population groups is mentioned as a priority in the national development plan. Already in 2015, preparations for a corresponding project led by the MoSS began in accordance with ILO Recommendation No. 202 (Social Protection Floors, SPF). Starting from a sensitization of all stakeholders and target groups to the importance and components of basic social protection as a universal human right and the concept of SPF, followed by the definition and introduction of generally binding national minimum standards, SPF shall be established in all 27 governorates, with coverage being extended to at least 70% within the ongoing project phase in cooperation with ILO and the relevant governmental bodies.
The Friedrich-Ebert-Stiftung in cooperation with International Labour Organization (ILO) & the Egyptian Ministry of Social Solidarity (MoSS) organized a workshop on "Policy Alternatives of Inclusive Social Protection", which was held in Cairo, November 2018.
The objective of this project is to assist the relevant staff in the ministry of social solidarity and other ministries such as ministry of finance in their endeavours to establish a social protection floor in Egypt. For this year, the aim is to present to all relevant ministries, different tools to conduct better costing of the social protection floor and to find the fiscal space needed to guarantee that social protection floor cover all needed beneficiaries.
The conference trained the relevant government stakeholders on how to cost the social protection floor in Egypt. Moreover, it introduced 18 scenarios of costing and financing of the social protection floor for the relevant government stakeholders. The aim of these scenarios was to offer the government stakeholders different possibilities to choose from if they wish to expand the social protection floor. It also helps mobilizing resources from the different stakeholders once introduced in the public debate.
